I totally agree with your last sentence. But how can operators release the intrinsyc value of their networks ? Have you been looking at old strategy papers from when you were at Orange? Your are starting to sound like Nick Foggin ;-) 
 
I have to say that I agree that the market is not Data it is Voice.  The problem is that the systems developed for networks have not been done so to allow improved Voice.  In Barcelona I was talking to some that I met about how improvements in audio quality might encourage people to make 5 minutes of extra mobile calls and talk more when receiving a call. 
 
But then I also talked about how the ARPU figures were being undereported because of overstated penetration rates. 
 
Maybe its time for another coffee when you are next in London? </description>

I like what you are describing here and think that the examples you note are all valiant efforts, but at the end of a day its nothing more than a bandage on the wound. Operators need to start thinking and planning what their next move is going to be in the overall comms landscape. ARPU decline is evidence of vulnerability - the fade-out of a once robust and growth-compatible business model. No operator wants a commoditisation battle on pricing.
