		<description>When I read GPLv3 I assumed that &quot;ROM&quot; in the anti-Tivoisation section was used literally to mean a &#039;read-only memory&#039; -- a hard-coded chip.  Anything you can update over-the-air or otherwise is a writable chip.  Names like &quot;PROM&quot; and &quot;EEPROM&quot; are used for chips which require some special procedure to overwrite.  You&#039;re right that this clause in GPLv3 would be nonsense if &quot;ROM&quot; includes &quot;EEPROM&quot;. </description>
